STAY-AT-HOME ORDER is in effect, and Garner Town Hall is closed to the public until further notice. However, Development Services (Planning, Inspections, Engineering) is accepting drop-off submittals and correspondence in the Town Hall main entrance vestibule during business hours. Residents currently have only online and phone options for utility and tax bill payments. Field inspections will occur between 7:30 a.m. and 4:30 p.m. And the schedule for the unprepared trash and yard waste pickup has been modified. Stay well, stay home.

The Planning Department works in partnership with the Downtown Garner Association, headed by the Town's Downtown Development Manager, to promote the redevelopment of the Town's original center of commerce and social activity.

"Downtown" may have different meanings to different people.  To some, it will mean the Main Street area near the intersection with Rand Mill Road.  To others, it may mean the National Register Historic District which stretches along Garner Road from east of New Rand Road to the Garner Performing Arts Center.  Yet to others, it will mean a larger area north of US 70 from Vandora Springs Road to New Rand and Jones Sausage roads.  For the Planning Department, it most often means the latter, and served as the basis for defining a study area to develop the following plans in 2010:

Until the adoption of a new Comprehensive Growth Plan in 2017 or 2018; these plans continue to provide the principal guidance for development and public improvements in the downtown area.
