The Town of Garner Planning Department accepts applications and petitions during business hours.

2019 Submittal Schedule

The applications and petitions listed below will not enter the Town's review cycle until the next submittal date as outlined in the schedule linked above.  Consequently, the deadline for submission of these applications and petitions for entering the formal review cycle is 12:00 noon on the submittal date  

Pre-submittal meetings are required for the following applications prior to first submittal:

  • Major Subdivision Plat - Preliminary 
  • Site Plans
  • Planned Development - Master Plans
  • Text Amendments
  • General Re-Zonings
  • Conditional Use Re-Zonings
  • Special Use Permits
  • Zoning Compliance - General

Pre-submittal meetings should be scheduled at least twenty (20) days prior to a new application submittal deadline. For any application or group of applications involving a zoning component (Planned Development, General Re-zoning, Conditional Re-zoning), please contact the Planning Services Manager to schedule this pre-application meeting. For all others, please contact the Principal Planner for scheduling.

Estimated calendar days from initial submittal to approval: 90-120 +/-. Estimate includes Planning Commission meetings, Town Council meetings and public hearings as required. Please note that this is an estimate and not a guarantee of any particular date of approval. Exact times will depend on factors such as complexity of project, internal volumes and abilities of client's representatives to respond in a timely fashion.

Please be aware that applications not meeting the submittal requirements as noted on the respective application form will be deemed incomplete. Applicants will be advised of application deficiencies and applications will not enter the review cycle until said deficiencies have been corrected.

Sign Permits: Applications may be submitted and re-submitted at any time. Please allow up to 10 business days for review following each submittal.

Zoning Compliance Permits (Fences, Accessory Buildings, Home Occupations): Applications may be submitted and re-submitted at any time. Please allow up to five (5) business days for review.

Plats (Exempt, Minor Subdivision, Major Subdivision - Final): Submittal dates are every Friday by 12:00 noon. In the event of a holiday, the date shall be the week’s final business day by 12:00 noon. Comments for Exempt and Minor Subdivision plats will generally be returned by the following Friday. Major Subdivision Final Plat comments will generally be returned within two (2) weeks.

Temporary Use Permits: Applications may be submitted at any time but shall be submitted at least 10 business days prior to the requested start date for the proposed temporary use. Applicants are encouraged to submit earlier than 10 business days prior should an application be deemed incomplete and further information be required.

Administrative Appeals: Requests may be submitted at any time. A mutually agreeable public hearing date will be determined based on time needed to assemble case materials. The Board of Adjustment meets the 4th Thursday of every month. When the 4th Thursday falls on a holiday, the regular meeting date is moved to the 3rd Thursday.

Variances and Special Exceptions: Applications are due the third Friday of every month by 12:00 noon. In the event of a holiday, the date shall be the third week’s final business day by 12:00 noon. Public hearings will generally be scheduled for the following month. The Board of Adjustment meets the 4th Thursday of every month. When the 4th Thursday falls on a holiday, the regular meeting date is moved to the 3rd Thursday.
