Project Scope: This project includes improvements at Rand Mill Rd and Main Street intersection and converting a Town owned property into a parking lot for Downtown Garner. The improvements will include construction of stamped asphalt paving at the intersection, additive of bump outs for seating, construction of concrete sidewalks, landscape beds, and benches on the south side of Main Street. Along with these improvements, Town owned property at 112 Rand Mill Rd will be converted int a parking lot, anticipated to have approximately 48 on-site parking spaces, a masonry dumpster enclosure, a retaining wall at the southwest corner, and a stormwater control measure. Improvements along Rand Mill Road north and east of the proposed on-site parking include resurfacing of pavement, construction of and curb and gutter, addition of concrete sidewalk along the west side of Rand Mill Road, and the construction of a concrete apron for access to the properties east of Rand Mill Road. Current Status (updated December 2025): Phase 1 of construction started November 2025.
*IMPORTANT NOTICE*
No Parking on 112 Rand Mill Road starting November 12, 2025. The site will be fenced along Rand Mill Road.
Construction will be completed in three phases, see phasing map below.
Phase 1: Site Grading at 112 Rand Mill Road
Work will begin on the Town-owned lot at 112 Rand Mill Road, where grading activities will prepare the site for future improvements.
Phase 2: Intersection and Utility Improvements
Phase 2 will focus on the intersection of Main Street and Rand Mill Road, including construction of corner bump-outs, curb ramps and sidewalk connections to the parking lot, curb and gutter installation, a plaza area, and stamped asphalt within the intersection. During this phase, Duke Energy will relocate utilities within the 112 Rand Mill Road property.
Phase 3: On-Site and Roadway Improvements
The final phase includes completing improvements to the lot and adjacent roadway. Planned features on the lot include 48 on-site parking spaces, a masonry dumpster enclosure, a retaining wall at the southwest corner and a stormwater control measure. Roadway enhancements along Rand Mill Road will include pavement resurfacing, new curb and gutter, a concrete sidewalk along the west side of Rand Mill Road, and driveways.
