The Town of Garner has a council-manager form of government with a mayor and five member Town Council. Elections for the office of council member are held at two-year intervals in November of odd-numbered years. Elections are non-partisan, and the mayor and council members are elected for four-year terms. The Council sets Town policies, enacts ordinances and appoints the town manager. The town manager administers the daily operations and programs of the municipal government through the department heads, other staff members and employees.

Town Earns Award for Popular Annual Financial Report
The Town of Garner has won the Government Finance Officers Association's Award for Outstanding Achievement in Popular Annual Financial Reporting for the fifth consecutive year—every year that the Town has been eligible for the honor. The award recognizes the Town's Popular Annual Financial Report (PAFR) for the fiscal year ending June 30, 2018.
Judges took into consideration the quality of the information presented in the report, reader appeal, understandability and means of distributing the publication, among other factors. The GFOA said judges "commented favorably on the overall professional format of the report. The information is useful to readers who wish to know more about the Town's finances."
The PAFR is produced by the Town's Finance Department in conjunction with the Communications Division.
The PAFR is intended to summarize the Town's annual Comprehensive Annual Financial Report (CAFR), which has earned awards of excellence from the GFOA for 28 consecutive years. The CAFR and other Town financial and budget documents can be found at garnernc.gov/departments/finance.
