The Town of Garner has a council-manager form of government with a mayor and five member Town Council. Elections for the office of council member are held at two-year intervals in November of odd-numbered years. Elections are non-partisan, and the mayor and council members are elected for four-year terms. The Council sets Town policies, enacts ordinances and appoints the town manager. The town manager administers the daily operations and programs of the municipal government through the department heads, other staff members and employees.

Chris Johnson Named Town Engineer
The Town of Garner has named Chris Johnson, PE, MPA, as its next town engineer. He will replace Tony Chalk, who retires from the Town at the end of the year after nearly 30 years of service.
Johnson currently serves as the roadway design/construction manager for the City of Raleigh’s Engineering Services Department. In this role, he manages a division of 50 staff responsible for the design and construction of street and sidewalk improvements, streetscape, and major traffic-calming projects funded by the City of Raleigh’s Capital Improvement Program.
Johnson began working with the City of Raleigh in 2011 and has held several positions in Public Works and Engineering. Prior to his tenure with the City of Raleigh, he worked in the private sector for 15 years as a design consultant in transportation design and land development.
“We are excited to have Chris join the Town’s Development Services team,” Assistant Town Manager John Hodges said. “His combination of public- and private-sector experience and his management of capital projects make him well-prepared to help Garner navigate the development and expansion we are experiencing while ensuring we have adequate infrastructure to support the growth.”
Johnson received his bachelor of science degree in civil engineering from North Carolina State University in 1996 and obtained his professional engineer licensure in 2000. In 2017, he obtained his master of public administration degree from N.C. State.
