Animal Control

The animal control program is responsible for enforcing all state and local laws, ordinances and resolutions relating to the care, custody and control of animals within the corporate limits of Garner.

This includes but is not limited to:

  • Investigating cruelty or abuse cases.
  • Impounding animals at large.
  • Investigating bite cases.
  • Educating the public on the importance of spaying and neutering pets and on good care of their pets.
  • Canvassing the Town to ascertain that all animals are licensed with the Town and current on their rabies vaccines.

The Animal Control Officer also conducts several low cost rabies/microchip clinics each year, to insure that everyone's animals have their vaccines.

The ACO also works with groups in Garner to help educate the public to the link between animal abuse and violence to humans. The ACO is also involved with schools to help children understand their role with animals and has participated in a new veterinary club at Garner Senior High School. On Public Safety Day the Animal Control Officer is there to answer any questions the public may have and to hand out flyers and materials about animals and their care.

Licensing
All dogs and cats are required to be registered and licensed with the Town at six months of age. Please contact the Finance Department at 919-773-4408 for more information on the procedure for registering your dog or cat.

Stray Animals
All dogs and cats are required to be on a leash when off the owner's property. Anyone who permits their dog or cat to run at large will be subject to civil penalties.

Number of Dogs
The number of dogs permitted to be kept on a property is limited by the size of the lot. Lots less than 20,000 square feet are limited to two (2) dogs. Those with more than the limit may do so only if their dogs have passed "Canine Good Citizen" training and certification.
